La apropiación de los espacios de ciudad se da, entre otros, por el interés o beneficio que la comunidad perciba de los mismos. Sin embargo,  otros fenómenos como la incorporación de personal vecino de la obra a su construcción,  se convierte en un impacto positivo en cuanto su participación y cuidado, ya que una vez terminado el proyecto la apropiación será desde el conocimiento del mismo y la valoración de su trabajo.

En el caso de nuestros proyectos financiados por el Banco Mundial, la mano de obra local solicitada al contratista debe alcanzar el 30% del total vinculado y se divide en tres perfiles:

  • Mano de obra no calificada: personal que no requiere experiencia o estudios específicos para desempeñar el cargo al cual aspira. Incluye cargos de construcción, auxiliares ambientales, controladores de tráfico, entre otros.
  • Mano de obra semicalificada: personal con estudios técnicos o que ha desarrollado competentemente un oficio o actividad sin haber tenido formación técnica relacionada con el mismo.
  • Mano de obra calificada: personal cuyo conocimiento sobre una actividad o profesión puede ser demostrado mediante certificación de experiencia o diploma.

La vinculación tiene varias fases, todo dependerá de la demanda constructiva del proyecto:

  • Promoción: se realiza a través de las reuniones informativas sostenidas con la comunidad y estrategias de divulgación del proyecto como canales digitales, puntos de atención, entre otros.
  • Recepción de hojas de vida: se reciben en los Puntos de Atención a la Comunidad (PAC) instalados por el contratista, cercanos a la obra.
  • Proceso de selección: con base en las hojas de vida previamente recibidas y de acuerdo a requisitos establecidos por el contratista, perfiles de cargo y número de vacantes, se realizará la preselección de aquellas que cumplan con lo exigido.
  • Contratación: está a cargo de la dependencia administrativa del contratista y el equipo encargado de Gestión Social.

En nuestro proyecto de la calle 12 Sur, a la fecha se encuentran activos 173 empleados de los cuales 63 corresponden a personal del área de influencia.  Si bien se han cumplido con todas las fases para la vinculación de personal, esta cifra no llega a ser más alta ya que el sector donde se desarrolla la obra es en su mayoría comercial.
