La construcción del carril de metroplús en la calle 12 sur, entre las avenidas El Poblado y Guayabal, que tiene 1,8 kilómetros de longitud y que permitirá unir a Envigado e Itagüí con Medellín, ha estado suspendida desde el 8 de agosto de 2019.

Los habitantes de la comuna 15 (Guayabal), quienes se han visto directamente afectados por la falta de seguridad y el mal estado en que se encuentra este corredor vial, esperan que esta vez sí se pueda finalizar la obra completamente. Por su parte, Metroplús prevé el reinicio de los trabajos para los primeros 15 días de enero de 2021.

A la espera de resultados

Esta obra, cuyo contrato fue otorgado al consorcio Cydcon, contratista integrado por Conasfaltos y la mexicana Construcciones y Dragados del Sureste, empezó a ejecutarse el 4 de diciembre de 2017 y debió ser terminada el 4 de febrero de 2019.

Ante un primer incumplimiento, Metroplús le otorgó una ampliación de 186 días al consorcio para finalizar el trabajo, plazo que se cumplió el 9 de agosto de 2019 y la obra solo llevaba un avance de 55,9 %.

Debido a estos retrasos en la ejecución, Metroplús terminó el contrato y, después de más de un año de estar suspendidas, la entidad anunció que ya se adelanta el proceso de contratación que permita finalizar las obras requeridas para la implementación del sistema masivo en la zona.

Ronald Sánchez, director de Infraestructura de Metroplús, afirmó que ya se vienen adelantando las acciones para conseguir los recursos con la Alcaldía de Medellín y el Ministerio de Transporte.

Sánchez aseguró que realizarán intervenciones de vías, redes de alcantarillado y de acueducto, paisajismo y urbanismo, así como la estructura hidráulica de la quebrada La Jabalcona, para poder tener el carril exclusivo de metroplús a lado y lado de la quebrada.

“Es un compromiso de Metroplús poder entregar este proyecto completamente en 2021, para el servicio de toda la comunidad”, dijo.

Por su parte, Norma Naranjo, presidenta de la Junta Administradora Local de la comuna 15, aseguró que este proyecto de metroplús en la calle 12 sur ha traído más problemas que soluciones al sector.

“Esa obra inconclusa ha generado dificultades por la presencia de habitantes de calle, inseguridad, robos constantes y peligros en la movilidad. Esperamos que cuando termine esta administración no sigamos en las mismas”, señaló.

¿En qué va el contrato?

Del contrato inicial por $38.741 millones, el consorcio Cydcon ejecutó $12.112 millones.

Según James Gallego Alzate, gerente de Metroplús, la licitación para terminar el tramo será por $21.000 millones que permanecen en caja, a los que será necesario adicionarle $6.900 millones más.

“Ya tomamos una decisión y era liberar el dinero que quedó para ejecutar y sacar un proceso que nos permitiera avanzar con ese dinero y dejar unas obras funcionales mientras resolvemos lo de la aseguradora”, aseguró.

Asimismo, Gallego afirmó que aún no se ha definido el nuevo contratista, pero que están en el proceso, y añadió que quedarían faltando unos temas puntuales por concretar como la señalización, la semaforización, parte del soterrado y el mantenimiento de la vía hacia la Avenida El Poblado.

Por ahora, la comunidad de la comuna 15 está a la espera de que se retomen las labores y que esta vez sí se pueda finalizar el proyecto.
