Al hablar de obras inconclusas en Medellín o ‘elefantes blancos’ es inevitable traer a colación a Metroplús, y no solo por uno, sino por varios de sus proyectos que se han mantenido en el ojo del huracán, ya sea por incumplimientos de los contratistas o por problemas legales.

Pretroncal de la 80, tramo 2B de Envigado, tramo 12 Sur, troncal de la Oriental y corredor de Itagüí son las obras que han tenido retrasos o que se encontraban paradas.

La situación hizo que, esta empresa, cuyos accionistas son: alcaldía de Medellín (55.32%), Metro de Medellín (25.14%), alcaldía de Envigado (10.06%), alcaldía de Itagüí (5.03%), Terminales de Transporte (4.02%) y el IDEA (0.43%), estuviera a punto de ser liquidada el año pasado por problemas financieros.

James Gallego, gerente de la empresa, contó que hay buenas noticias sobre la situación económica de Metroplús y sobre el futuro de sus obras.

“Metroplús tenía un gran problema financiero y tenía causal de disolución para liquidarse el 18 de septiembre del 2020. Nosotros en la asamblea de socios que se hizo en marzo presentamos una propuesta que nos permitiera generar utilidades en ese año para salir de la causal de la disolución. Logramos generar esas utilidades y tener en caja, al 31 de diciembre, 5.000 millones de pesos que nos permiten seguir operando para la vigencia 2021”, contó.

Este año, aseguró, no solo la empresa salió de la causal de disolución, sino que las muchas de las obras verán la luz este año.

Aunque había unas que estaban en demanda, como el tramo 2A de Envigado (del parque a San Marcos) que se encuentra en un litigio en tribunal internacional y estaba inconclusa, esta fue entregada en diciembre del 2020 gracias a un convenio por $1.800 millones.

También en Envigado, estuvo parada la obra del tramo 2B, conocido como Túnel Verde (aunque ese no es su nombre) y que se encuentra entre San Marcos y Palogrande.

“Logramos reactivar esa obra el año pasado mediante el Tribunal Administrativo de Antioquia, por lo que hoy están en ejecución. Aunque llegar a Palogrande ya va a costar 11.000 millones más o menos, también dejamos dentro del presupuesto de la vigencia 2021 esos recursos para que se logre su ejecución”, expresó el gerente de Metroplús, quien agregó que la obra arrancó con una ejecución de 9 meses, por lo que se espera que en octubre esté culminada.

Paraderos de la avenida 80

En diciembre del 2020 se terminaron los últimos 4 paraderos de esta obra, de los 27 que la componen desde La Palma hasta Caribe. La obra ya fue entregada al metro para que comenzara la operación. Actualmente está en proceso de liquidación de contrato. Lo que se presupuestó en el convenio interadministrativo se utilizó para terminar la obra. Terminó costando $14.000 millones.

La Oriental

Sobre las obras de Metroplús por la avenida Oriental, Gallego indicó que los trabajos físicos llegaron a un 98 por ciento en noviembre del año pasado, pero el contrato se suspendió hasta el 29 de enero (mañana) debido a que faltaban unos equipos de importación que por pandemia se pararon y que tienen que ver con la automatización.

“Ya el 90 por ciento de estos equipos se encuentran en la ciudad y el contratista indicó que en máximo 10 días ya acomodaban los equipos y podrían entrar a operar. Ya está casi en un 97 por ciento y esperamos en febrero poder entregársela al municipio», expresó el directivo.

Obras en la 12 Sur

Una de las más polémicas es el corredor de la 12 Sur, en la Aguacatala. “Esta es una obra muy complicada porque aparte de que estaba siniestrada, el contratista debe $5.000 millones del anticipo. Ya hemos hecho el trámite con la aseguradora para ver cómo los recuperamos”, expresó Gallego.

Sin embargo, la empresa decidió hacer una liquidación del contrato para así liberar los recursos y sacar un nuevo proceso, el cual fue adjudicado el pasado 23 de diciembre.

“Ahora estamos a la espera de adjudicar el contrato de interventoría que nos permita iniciar la obra en la primera semana o segunda semana de febrero. La obra quedó adjudicada con el saldo que teníamos, porque hay que recordar que esta obra tuvo inicialmente un contrato de $38.000 millones, de los cuales, el consorcio ejecutó unos 14.000 millones, dejando unos $21.000 millones disponibles”, explicó el gerente, monto con el que se realizó la adjudicación al nuevo contratista para terminar los tramos que faltan y construir la cubierta (box culvert) a la quebrada la Jabalcona.

Quedaría pendiente el soterrado que conecta con la Aguacatala, que es una adición que se tiene que hacer de $6.900 millones, que ya quedaron en la vigencia 2021 de Metroplús.

Esta obra tiene una ejecución de 10 meses, tiempo suficiente para lograr estas adiciones, por lo que se espera que esté lista en diciembre de este año.

Las obras en Itagüí

Tras cinco años con las obras inconclusas en Itagüí, Metroplús y la alcaldía municipal formularon un proyecto para unir las dos vías que están ya iniciadas sobre la quebrada Doña María “y hacer una operación temprana que haga viable este tramo”.

El gerente de la empresa explicó que se espera que en la segunda semana de febrero logren tener la autorización necesaria para realizar la licitación y realizar este proyecto.
