Antonio Palacio, un comerciante de Envigado, escuchó hablar de metroplús por primera vez en 2004. En ese momento, contó, le explicaron que por la 43 A, donde tiene una ferretería, pasaría un sistema de buses rápidos (BRT por sus siglas en inglés). Ese año, que ahora siente lejano, Metroplús firmó su convenio de cofinanciación y se convirtió en una realidad. Pero hoy, después de retrasos en las obras, problemas con el contratista y hallazgos arqueológicos que complicaron las cosas, el comerciante se siente pesimista. “Por fin terminaron las obras, que casi nos quiebran los negocios. Pero creo que no voy a estar el día que el metroplús transite por acá”, sentenció.

La historia de Palacio no es aislada. Las obras han sido un dolor de cabeza para Envigado como para Itagüí. Tanto así que, en entrevista con EL COLOMBIANO, el alcalde de ese último municipio, José Fernando Escobar, dijo que “Metroplús ha sido un karma para Itagüí”. Consultado de nuevo al respecto, el mandatario le bajó el tono a esa declaración, pero se sostuvo en que la construcción del sistema ha sido un lío de 10 años que las administraciones han debido lidiar.

Este es un recorrido por los tropiezos jurídicos y técnicos que ha tenido que sortear el proyecto en el sur del Valle de Aburrá.

Envigado, un lío judicial

El sistema tiene tres tramos en este municipio. El primero de ellos, que va desde Sabaneta hasta el parque del Inder, fue terminado en 2016 con una inversión de $ 54.510 millones. Ahora está a la espera de que los otros dos salgan de sus atrasos.

El 2A, que va por la 43 A (Avenida El Poblado) entre el parque del Inder y San Marcos, sufrió una serie de inconvenientes técnicos que apenas terminan. César Hernández, quien fue gerente de Metroplús en 2018, explicó que los mayores problemas fueron con el contratista que ejecutó la obra, un consorcio colombo-mexicano. “Cuando llegué a la empresa, la situación de las obras era muy compleja. Envigado iba por un 60 % de avances. Allá nos encontramos con un contratista ineficaz, al que le tuvimos que hacer un plan de contingencia para acelerar el proceso. Debo señalar que el contratista no tenía la capacidad para ejecutar esa obra”, expresó Hernández.

Los trabajos en ese tramo comenzaron en 2016. Sumado a los problemas técnicos, en el lugar se hicieron hallazgos de piezas cerámicas prehispánicas que debieron ser conservadas. Es en esta zona donde el comerciante Palacio tiene su negocio. “Nos ponían una fecha de entrega diferente cada vez. Al final, no creíamos nada. Pero la demora en las obras nos afectó demasiado: antes éramos más de 100 comerciantes y solo quedamos siete. ¿Quién puede mantener un negocio con una vía cerrada por años”, cuestionó.

Consultado al respecto, el actual gerente de Metroplús, James Gallego, explicó que la obra ya está terminada, pero en este momento se están finiquitando algunos detalles de alcantarillado. “En diez días estará lista por completo y seguiremos con el otro pendiente, el tramo 2B”, declaró Gallego.

La realidad es que la obra tuvo retrasos de más de dos años y el comerciante Palacio está lejos de ver pasar los buses por su negocio, pues aún no hay una fecha tentativa de comienzo de operación.

El tramo faltante en Envigado es el más problemático de todos. Se trata del 2B, que está suspendido desde 2013 y enredado en una maraña judicial que parece no terminar. Según Metroplús, la obra iba en un avance del 21 %. Los líos comenzaron cuando el colectivo Túnel Verde radicó una acción popular para evitar la construcción del carril exclusivo y la tala de 133 árboles del sector. Desde entonces, el problema ha rodado por despachos judiciales e, incluso, llegó hasta el Consejo de Estado.

Pero el pasado 15 de diciembre, un fallo judicial de segunda instancia revocó la medida cautelar dispuesta por el Juzgado 13 Administrativo Oral de Medellín en auto del 14 de agosto de 2020, que suspendía la construcción de un tercer carril y un paradero de buses sobre el tramo 2B de Metroplús. Es decir, la empresa tiene vía libre para continuar la obra. No obstante el optimismo, los miembros del colectivo Túnel Verde se mostraron inconformes y dijeron que apelarían el fallo.

Gallego, el gerente del Metroplús, le reveló a EL COLOMBIANO que las obras se retomarían en 2021: “Lo más importante es que invitamos a la ciudadanía a concertar sobre esta obra. La idea es invitar a quienes no están de acuerdo. Queremos hacer un pacto para que revisemos qué está mal, qué podemos mejorar sin dejar de hacer los proyectos”.

Para Jorge Eliécer Córdoba, profesor de ingeniería en la Universidad Nacional, la falla del tramo 2B fue la falta de concertación con los vecinos. “No se tuvieron en cuenta a las comunidades. Lo que tienen que hacer es buscar una solución que permita que se desarrolle el proyecto y no se dañe el medio ambiente. Más que acudir a los tribunales deben acudir a la razón”, expresó el profesor.

En cuanto a la parte técnica, dijo que los diseños pudieron haberse hecho mejor. Según su visión, el trazado por la 43A no fue el ideal. “Los diseños debieron haber tenido en cuenta ese tramo del Túnel Verde, hacer un soterrado ahí, por ejemplo. Ya se cometieron los errores de planificar mal, ahora lo importante es enmendarlo”, recalcó Córdoba.

EL COLOMBIANO intentó hablar con Braulio Espinosa, alcalde de Envigado, pero desde allí dijeron que solo se pronunciaría al respecto en el trascurso de la semana.

Itagüí y la “U” larga

Si por Envigado llueve, por Itagüí no escampa. En diálogo con este diario, el alcalde de ese municipio expuso las dificultades que han tenido desde que comenzaron las obras, hace ya 10 años.

Y la cosa se hace más grave cuando se habla de plata. “Nosotros, como Envigado y Medellín, tenemos que poner $ 2.800 millones al año para sostener a Metroplús. Es una inversión alta y después de que entre en operación tendremos que evaluar cómo se financia para que no tengamos que seguir poniendo esos recursos”, expresó el mandatario.

Metroplús tiene dos tramos construidos en ese municipio del sur. Pero uno de ellos, el 4A, que va por la canalización de la quebrada Doña María, quedó inconcluso porque no se pudieron adquirir varios predios. “Hemos avanzado en infraestructura, pero nos falta un tramo para llegar hasta la 47. Dije que era un karma porque muchas obras ya están hechas y la operación no ha llegado. Hay una tardanza muy grande entre la planificación y la ejecución”, expresó el alcalde Escobar. Añadió que necesitan que el sistema entre en operación lo más pronto posible, al menos hasta la 47.

Gallego, el gerente de Metroplús, precisó que la obra está considerándose entre la empresa y el municipio. El mandatario confirmó la versión y reveló que la licitación para completar la obra que quedó faltando y llevarla hasta la 47 podría salir en 2021.

Escobar añadió que la plata para las estaciones está asegurada, pero no se van a construir hasta que no haya funcionamiento del sistema, pues podrían ser vandalizadas. El cálculo es que estas estructuras y la finalización de los trabajos faltantes, según el alcalde, tardarían unos 15 meses, teniendo en cuenta que la licitación saldrá en enero.

Hay otro tramo que está en el aire. Es el 5, que conectaría la Avenida Guayabal con Ditaires para recoger allí a los pasajeros que bajan de San Antonio de Prado. Hernández, el exgerente de Metroplús, explicó que esa parte quedó por fuera del convenio de cofinanciación firmado con la Nación, por lo que Itagüí tendría que conseguir los recursos para construirlo. “Sería pasando Pilsen, pero faltan los diseños y todo. El alcalde tiene el compromiso de buscarse los recursos, que estarían por el orden de $200.000 millones”, completó el gerente actual.

Pero el alcalde Escobar llamó la atención sobre otro tema: la llamada “U” larga. El compromiso de Itagüí, expresó el mandatario, es construir hasta la 12 Sur, en los límites con Medellín. Pero exigen que su vecino haga el tramo entre esa 12 sur e Industriales, lo que se conoce como la “U” larga. “De nada nos sirve dejar a la gente ahí y que no pueda conectarse. Lo que nos funciona es la “U” larga para ir hasta Industriales”, indicó el mandatario.

Consultado sobre esa inquietud, el gerente de Metroplús dijo que la “U” larga es un debate de vieja data. “A mucha gente no le sirve la “U” corta. Hemos pensado planear de nuevo el proyecto. Por Guayabal podría hacerse una operación buscando un carril exclusivo para ayudar a la gente de Itagüí a llegar hasta la 30”, dijo Gallego. El otro problema es que la obra de la 12 sur, donde se empalma con Medellín, está detenida por incumplimientos del contratista. Hoy presenta un avance del 56 %.

Para Martín Alonso Pérez, expresidente de la Sociedad Antioqueña de Ingenieros, la reactivación de las obras de la 47 debe celebrarse, pues al fin y al cabo el transporte público ganará en eficiencia. “Este sistema se hará multimodal con el metro de la 80, es decir, convergen en diferentes formas de transporte. Desde el punto de vista urbanístico es vital que estas obras se completen”, opinó el experto.

Mientras los líos jurídicos y técnicos se solucionan, el comerciante Palacio espera algún día ver pasar los buses que le prometieron.
